      James Irvine Moyer , a retired Roanoke County judge and longtime Salem mayor, died Friday at Lewis-Gale Hospital.

      He was 85.

      A Salem native, Moyer was active in civic affairs throughout his life, serving as mayor from 1948 to 1964, leading the drive to build the Salem Civic Center and opposing efforts to consolidate Roanoke Valley communities under one government.

      In 1987, his contributions to his hometown were recognized when City Council named its new sports complex in his honor.

      "All of the years and months and weeks and days, I've been involved in nothing but to be helpful to Salem because I'm all Salem," Moyer told City Council.

      He was active in many civic groups and was a longtime Sunday school teacher at Salem Baptist Church.

      Survivors include his wife, Martha, and sister, Frances Harvey of Salem. Funeral arrangements were incomplete Friday night.

      Moyer was born Dec. 11, 1904, at his parents' home on Academy Street.

      He graduated from the old Salem High School, Roanoke College and Chicago-Kent College of Law in Chicago.

      He returned to Salem in 1933 to begin his law practice. In a 1958 interview, Moyer said his interest in law began as a child watching trials at the old Roanoke County Courthouse in Salem.

      "I used to sit in court all day," he said. "I won't say law was born in my bones; it's something that grows on a man. I was just fascinated by it. While all the other boys were out playing, I'd be sitting in the courtroom."

      Moyer was elected to Salem City Council in 1946. Two years later, he was elected mayor, a post he would hold for 16 years.

      The length of his tenure was a testament to his popularity because Moyer was a Republican in a town that at the time was considered a Democratic stronghold.

      Moyer left politics in 1964 after he was appointed judge of the Roanoke County Court and Juvenile and Domestic Relations Court.

      In his farewell mayoral address, Moyer gave his thoughts on consolidation, an issue that some valley leaders were pushing in the early 1960s.

      "Some look longingly to the dawn of a new day in this valley, but this day cannot be achieved by stifling or erasing the spirit that is Salem.

      "On the contrary, those who seek a new day would do well to instill this area with such a spirit and thus eradicate selfishness from the area wherever it may abound. Then, and only then, will it be possible for those of this valley to walk hand in hand."

      Moyer 's views remained unchanged when the issue arose again in 1988.

      Friend and fellow lawyer Keith Hunt said Moyer was a compassionate judge who was "tolerant and sympathetic" when sentencing criminals.

      In 1973, Moyer was named judge of the reorganized Roanoke County General District Court. He stepped down from the bench a year later.

      Even though he returned to private practice, Moyer continued to hold court at Tarpley's, a Salem cafeteria where he and other men gathered around a large round table at the back of the room to trade gossip over lunch.

      Owner Keith Baker said Moyer would arrive each day at 11:15 a.m. to preside over the round table. "He held down his spot. Nobody dared sit in the judge's spot."

      Despite declining health, Moyer was seated at the round table on Oct. 31, when the cafeteria closed for good.

      "He held his glass up and he toasted everyone who was eating dinner that day," Baker said. "He was a good man."

      His wife said: "When they closed Tarpley's, he thought the end was coming."

      Moyer was admitted to Lewis-Gale Hospital earlier this week. Martha Moyer said he died Friday after several strokes.

      "He sure did love the town of Salem," she said.

      Mr. James Irvin Moyer , age 85, of Salem, died Friday, November 16. He was preceded in death by his first wife of 43 years, Frances S. Moyer . He is survived by his wife, Martha V. Moyer ; stepdaughter, Penny Stallins; sister, Frances M. Harvey; brother-in-law, Sam E. Harvey; sister-in-law, Mrs. George E. (Gladys) Moyer , North Carolina; stepson-in-law, Lt. Col. James Halstrom, Minnesota; nephews, Dr. Samuel Harvey, Grifton, N.C.; Dr. Thomas G. Harvey, Lexington, Va.; nieces, Virginia H. Smith, Salem; Sandra H. Rodger, California; stepgrandchildren, Debbie Halstrom, Michael Halstrom, both of Minnesota. Funeral services will be held at 11:00 a.m. Monday at Salem Baptist Church with Dr. B. Conrad Johnston, Dr. Thomas Harvey, Dr. Samuel Harvey, and the Rev. James Holloman officiating. Interment will follow in Sherwood Memorial Park. The family will receive friends from 7:00 to 9:00 p.m. Sunday at the John M. Oakey and Sons Funeral Home, Salem.
